It's a Range Master and Sparkle Boost. The two switches turn each one on and off. The knobs on the left control the Range Master and the right are for the Sparkle Boost. I pretty uninformed when it comes to the electrical engineering. But, if I understand correctly, C3 and POT1 will act as a variable boost for frequencies determined by the value of C3.
